P. duboscqi is distinguished from the other members of Phlebotomus subgenus by having a all sides hair covered trilobed paramere with the upper lobe not longer than the lower one, an epandrial lobe with more than 3 apical spines and 10-15 gonocoxal hairs located on the distal and median part of the gonocoxite.
